The ending just more or less fell together. These poems shape sounds culled from the empty spaces they inhabit, giving sense to life's silences. Note the amazing change in emphasis here. The circle of oligarchs was watertight. The pace doesn't slow down throughout the fifteen short stories. But all she has ever met with is silence.
